It wasn't actually confirmed until yesterday, but it was always pretty much a foregone conclusion. TVD is one of the CW's most popular shows, which is why they wanted a spinoff in the first place, to capitalize on that audience. The pilot would've had to seriously bomb in the ratings for them to NOT pick it up - and making it an episode of TVD ensured that TVD fans would watch it, even if they didn't like it.
