It's a little of both, but I think the character thing is more of the problem. The storylines are all right, nothing I'm wild about, but I'm expecting that to get better.
On the character side, I don't even remember anyone's names other than Raylan, Ava, and Winona (my lady bias is showing, lol), which is usually a sign I'm not very engaged.
